THE FIFE REGATTA 2013

28 JUNE to 5 JULY 2013

The Organising Authority is The Fife Regatta 2013 Committee
in conjunction with the Scottish Sailing Institute.

NOTICE OF RACE

1 RULES
The Regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).

2 ELIGIBILITY AND ENTRY
2.1 The regatta is open to yachts that have been invited by the Fife Regatta Committee.

2.2 Classes will be determined by the Fife Regatta Committee depending on the numbers of entrants and their handicaps.

2.3 Eligible boats may enter by completing the attached entry form and sending it, together with the required fee to the following address by 15th February 2013.

2.4 Late entries may be accepted at the discretion of the Fife Regatta Committee.

3 FEES
Required Fees for racing are as follows:

5 SAILING INSTRUCTIONS
Sailing Instructions will be e-mailed to competitors upon receipt of a completed entry form and the appropriate fee.

6 VENUES
6.1 The starting venues will be as follows, please see the event information booklet for more details:

6.2 The Race Areas will be the Firth of Clyde including the Largs Channel, the waters surrounding the Isles of Cumbrae, Rothesay Bay, Loch Fyne and the waters surrounding the Isle of Bute including the Kyles of Bute.

7 THE COURSES
The courses will be described in detail in the Sailing Instructions.

8 PENALTY SYSTEM
8.1 A boat that is identified as OCS at her starting signal shall receive, without a hearing, a time penalty of 3% of her elapsed time rounded up or down to the nearest second. Such a boat should not attempt to return and restart as this will not remove the penalty. No individual recall will be displayed. This changes RRS 29.1 and 63.1.

8.2 A boat that starts more than 20 seconds before her starting signal may be scored “Did Not Start” (DNS), or the protest committee may impose an alternative penalty.

8.3 RRS 44.1, 44.2, 44.3 shall not apply. A boat that may have broken a rule of RRS Part 2 or RRS 31 may take a time penalty unless she has caused serious damage or injury, in which case she shall retire. The penalty shall be 2% of her elapsed time rounded up or down to the nearest second. A boat taking such a penalty shall inform the race committee as soon as possible after finishing racing for the day.

9 SCORING
9.1 One race is required to be completed to constitute a series.

9.2 (a) When fewer than 4 races are completed, a boats series score shall be the total of her race scores.
(b) When 4 or more races have been completed, a boats series score shall be the total of her race scores excluding her worst score.

9.3 Results will be calculated using the KLR Formula rating system. Owners will be contacted individually by the Ratings Officer to provide the required data to calculate the rating.

10 SUPPORT BOATS
Support boats shall be registered with the organising authority and shall be marked with and official Fife Regatta 2013 flag.

11 BERTHING
Where appropriate boats shall be kept in their assigned places in the harbour.

12 HAUL-OUT RESTRICTIONS
Keelboats shall not be hauled out during the regatta except with the prior written approval of the race committee.

13 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus, face masks, snorkels and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta, except with the prior written approval of the race committee.

14 RADIO COMMUNICATION
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats.

15 PRIZES
15.1 Prizes will be as determined by The Fife Regatta Committee 2013.

15.2 The Prizegiving will be held on Friday 05 July 2013 after racing.

16 DISCLAIMER OF LIABILITY
16.1 An owner/skipper responsible for a boat is entirely responsible for her safety, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility.

16.2 It is for the owner/skipper to decide whether the boat is fit to sail in the conditions in which she will find herself. See RRS Rule 4 Decision to Race. By launching or going to sea, the owner/skipper confirms that the boat is fit for those conditions and her crew is competent to sail and compete in them.

16.3 Nothing done by the organisers can reduce the responsibility of the owner/skipper nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the race and the event, and include The Organising Authority, The Race Committee, The Race Officer, Safety Boats and Assistants.

16.4 The provision of safety boats does not relieve the owner/skipper of his/her responsibilities. The owner/skipper is responsible for ensuring that the boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness, to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and that the crew know how to use it.

16.5 The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.

17 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2 000 000 per event or the equivalent.

18 FURTHER INFORMATION
18.1 When racing from Largs Yacht Haven the official notice board will be located in the downstairs corridor of Largs Sailing Club. The location of the official notice board at the other venues will be advised in the Sailing Instructions

18.2 The Fife Regatta Committee will communicate directly with all invited yachts as required to keep them informed
