NOTICE OF RACE
The Organising Authority (OA) is Largs Sailing Club (LSC) in conjunction with Fife Regatta Ltd (FRL).
The notation ‘[NP]’ in a rule means that a boat may not protest another boat for breaking that rule.
This changes RRS 60.1(a).
1 RULES
1.1 The regatta will be governed by the Rules as defined in the Racing Rules of Sailing (RRS).
1.2 The prescriptions of the RYA available at www.rya.org.uk will apply. The World Sailing Offshore Special Regulations (OSR) available at www.sailing.org will apply.
1.3 [NP] [DP] COVID Statement
By taking part in any of the events covered by this notice of race, each competitor agrees and acknowledges that they are responsible for complying with any regulations in force from time to time in respect of COVID-19 and for complying with the appropriate COVID-19 procedures. Competitors and support persons shall comply with any reasonable request from an event official. Failure to comply may be misconduct. Reasonable actions by event officials to implement COVID-19 guidance, protocols or legislation, even if they later prove to have been unnecessary, are not improper actions or omissions. A breach of this rule shall not be grounds for protest by another boat. This changes RRS 60.1(a).
2 SAILING INSTRUCTIONS
2.1 The Sailing Instructions (SIs) will be e-mailed to competitors upon receipt of a completed entry form and the appropriate fee. The sailing instructions may change some RRS.
3 COMMUNICATION
3.1 The online official noticeboard is located at the event website www.fiferegatta.com. There will be no physical notice board.
3.2 [DP] All boats shall carry a VHF radio capable of communicating on International Channels, 69, 72 and 77.
3.3 On the water the race committee may make courtesy broadcasts to competitors on VHF radio. The channel and details of regular scheduled communication (if any) will be stated in the SIs.
3.4 [DP] From the first warning signal until the end of the last race of the day, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.
4 ELIGIBILITY AND ENTRY
4.1 The Event is open to boats that have been invited by the OA.
4.2 The KLR Formula rating system applies to all boats racing at the Event. Owners will be contacted individually by a representative of the OA to provide the required data to calculate the rating.
4.3 Classes will be determined by the OA depending on the numbers of entrants and their handicaps.
4.4 Eligible boats may enter by completing the attached entry form and emailing it to [email protected] together with the required fee (bank details can be seen on the entry form).
4.5 Late entries may be accepted at the discretion of the OA.
4.6 To be considered an entry in the event, a boat shall complete all registration requirements and pay all fees.
5 FEES

6 CREW LIMITATIONS – Not applicable at this event.
7 ADVERTISING
[DP] Boats may be required to display advertising chosen and supplied by the OA.
8 QUALIFYING SERIES AND FINAL SERIES – Not applicable at this event.

9.3 The scheduled time of the warning signal for the first race each day is 1025.
10 EQUIPMENT INSPECTION
Boats may be inspected at any time during the event. The fact that race officials may conduct inspections of a boat does not reduce the responsibilities of each competitor set out in this notice of race.
11 CLOTHING AND EQUIPMENT RESTRICTIONS – Not applicable at this event.
12 VENUES
The Race Areas will be the Firth of Clyde including the Largs Channel, the waters surrounding the Isles of Cumbrae, Rothesay Bay and the waters surrounding the Isle of Bute including the Kyles of Bute. See the diagram in Addendum 1.
13 COURSES
The courses will be described in detail in the Sailing Instructions.
14 PENALTY SYSTEM
14.1 A boat that is identified as OCS at her starting signal shall receive, without a hearing, a time penalty of 3% of her elapsed time rounded up or down to the nearest second. Such a boat should not attempt to return and restart as this will not remove the penalty. No individual recall will be displayed. A boat that starts more than 20 seconds before her starting signal shall be scored “Did Not Start” (DNS). This changes RRS 29.1 and 63.1.
14.2 RRS 44.1, 44.2, 44.3 shall not apply. A boat that may have broken a rule of RRS Part 2 or RRS 31 may take a time penalty unless she has caused serious damage or injury, in which case she shall retire. The penalty shall be 2% of her elapsed time rounded up or down to the nearest second. A boat taking such a penalty shall inform the race committee as soon as possible after finishing racing for the day.
15 SCORING
15.1 One race is required to be completed to constitute a series.
15.2 (a) When fewer than 4 races are completed, a boats series score shall be the total of her race scores.
(b) When 4 or more races have been completed, a boats series score shall be the total of her race scores excluding her worst score.
15.3 Results will be calculated using the KLR Formula rating system.
16 SUPPORT PERSON VESSELS
Support boats shall be registered with the OA and shall be marked with an official Fife Regatta flag.
17 CHARTERED OR LOANED BOATS
A chartered or loaned boat may carry national letters or a sail number in contravention of her class rules, provided that the race committee has approved her sail identification before the first race.
18 BERTHING
[DP] Boats shall be kept in their assigned places in the harbour.
19 HAUL OUT RESTRICTIONS
[DP] Boats shall not be hauled out during the event except with and according to the terms of prior written permission of the OA.
20 DIVING EQUIPMENT AND PLASTIC POOLS.
[DP] Underwater breathing apparatus, face masks, snorkels and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the Event, except with the prior written approval of the OA.
21 DATA PROTECTION
The personal information you provide to the OA will be used to facilitate your participation in the event. If you have agreed to be bound by the Racing Rules of Sailing and the other rules that govern the event (the rules), the legal basis for processing that personal information is contract. If you are not bound by the rules, the legal basis for processing that personal information is legitimate interest. Your personal information will be stored and used in accordance with the OA’s privacy policy. When required by the rules, personal information may be shared with the RYA, your national authority and/or World Sailing. The results of the event and the outcome of any hearing or appeal may be published.
22 RISK STATEMENT
22.1 Rule 3 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.”
22.2 Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
(d) Their boat is in good order, equipped to sail in the event and they are fit to participate;
(e) The provision of a race management team, patrol boats, inspection and other officials and volunteers by the event organiser does not relieve them of their own responsibilities;
(f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
(g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event.
23 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £3,000,000 per event or the equivalent.
24 PRIZES
Prizes will be awarded at the discretion of the OA.
